Map not changing

I just got our server working well with Gungame. The only problem is, when someone wins, it will keep loading the same map over and over. It never goes to the next map in rotation. Is there a setting I am missing?

All of the maps are in there and in the maplist.txt. It also does not pop up the map selection near the end of the round. I do have it activated.

I also realized the round time isnt setting to unlimited. I've tried setting it to 0 in the main server.cfg but that just made it 1 min. I have it set to disable all objectives.

UPDATE:
Map rotation and voting has been fixed. Now it is just the round time issue. If anyone can help with that it would be great
