why is my maps not changing

so i added all my maps to the map cycle and what not and so i go on my server i win but it says server changing maps but when the server loads it is the same map. so why is it not changing maps when some one wins and how do i fix my issue

First, you need check that map names are without .bsp in mapcycle.txt
Second, you must check that all map names from mapcycle.txt are in maplist.txt too and in both files written without .bsp and in lower case
