How you can look at logs winner need to bee Kwests18, but announced cepums. why that? bug?

Can you paste more of the log, from above and even below this point if you have it? I have been unable to reproduce this, and it always logs the correct winner.
Can you reproduce this at all?

incorrect winner and incorrect people levelups is very offten...

Having looked through the file, I noticed that any 3 kills by "any" non-bot triggered gg_levelup for "all" non-bot players. The only conclusion I can come up with leads me to direct you here:

oh ty, that is reason why it doesnt came when i play (im steamed http://steamcommunity.com/id/BOTa), becouse 90% of rest of all players was nonsteamed
