These are the current settings that I can think of that affect the downloading.

sv_allowupload "1"
On the join of the map it would not play the file that says "this server is running gungame".
I have found this nifty tool called SourceRSC over at
http://www.brainless.us/downloads.aspx?cid=1, that appears quite usefull, that I used to bzip all files not default with CS:S. With this app all my map files all the sounds were bzipped to the web directory.
I have temperaly disabled sv_downloadurl "" and found that my local client downloaded the sound files (and played them ingame). I deleted the files and restarted the server to have the sv_downloadurl back to normal and re-joined. It appeared to re download the bz2 in the client (this is also confirmed with the webserver logs)
Weird. It may have just been a restart or some weird caching issues with IIS or something.
