GG5 wont load, but mod layers under GG5 load

after installing the latest versions off ES, and SPE i do a plugin_print and i get this:

Results:

which is fine, and the server runs, but when i install the GG5 files i get this error when i plugin_print:

Results:

No connection could be made because the target machine actively refused it

Ive tried everything. the best part is.. no logs are genegrated in /orangebox/cstrike/cfg/gungame51/logs

users cant connect or see the server, and i cant even HLSW commands.

any ideas? windows server from leetservers.

Try putting:at the very top of your autoexec.cfg . By very top I mean before anything else in your autoexec.cfg .
