You have ZBlock, which enforces sv_pure 1 or 2. By default I think it is enforcing 2, which means no sounds other than the defaults can be played.

We did look into that, tried different settings of pure because of our zblock and also created a "whitelist" ( not quite sure what that means ) but it didn't work either. What would you suggest?

Remove ZBlock, or read about pure_server_whitelist.txt

I'm still a bit fresh about editing my server. How would I go about removing zBlock? I rent from gameservers, they only had the install button for zBlock, there is no edit or delete. Where would I manually go to remove this feature?

Remove ../cstrike/addons/zblock_css.vdf and restart the server.

Will this create a gap for people to hack the server by chance?

No

All Zblock really does is "level the playing field" on strict servers. It doesn't make your server any safer.
I am 31% addicted to Counterstrike. What about you?
