Can't switch to knife on round start

Running GG ver 5.0.586

I am having an issue where some times upon spawning players cannot take out their knives. After a few seconds into the round they can finally pull it out. Here is the server IP if you'd like to see what's up for yourself. 64.34.163.10:27015
