GunGame Welcome Robotic Voice - What is it?

Hi, I'm brand new to the GunGame forums, but can someone tell me this?

What did they use to make the sound when you join a GunGame enabled server that says:

"THIS SERVER IS RUNNING GUNGAME 5" in a robotic Voice

I've been looking everywhere and still can't find it. Is it a TTS package? And if so, is there a download like, or name?
